It was not until 1916 that a continuous roadway, now called Tongass Avenue, ran along the shore from Newtown to Charcoal Point. Sections of the road we know now as Tongass were known as Charcoal Point Road and Cliff Avenue.
When the Charcoal Point Road was completed in 1916, it ended just past the Tew house at 1410 Tongass, without connecting to a road into town. As one newspaper writer said, "It begins nowhere and ends in a bluff." After a delay of several months, it was finally connected to Cliff Avenue, which extended westward along the shoreline from Kennedy Street.
