The Ketchikan Outcasts, a hot rod club affiliated with the National Hot Rod Association, was popular among local car-owning teens in the mid-Fifties. Members participated in regular safety checks of their cars and safe-driving competitions. In this photo, Police Chief William B. Potter is checking the lights of an auto belonging to Ken Hilbert (at wheel) with Ralph Hildre, club checker.
