Description:
Owned by Dick Kelly, a traffic officer, the car had been parked 50 feet up Grant street with the wheels locked, the brakes set, and in gear, according to Kelly. He suggested that someone had pulled the brake off, shifted it into neutral and turned the wheels out, letting the car roll down the hill.
